Changing States with Variables

Hello,

I have been struggling to have a variable change a state on a progress slide in another scene. No matter what I do with the variables, nothing will change on the state on the other slide. I have researched previous discussions and have tried changing everything to change when timeline starts, I have simplified the triggers per the advice, I stopped using number values and used true/false instead, and I still have no luck at all. Does anyone have a solution? 

Each slide is meant to get a value that then maps to a state of progress...10%, 20%, 30%, and so on, which are easily assigned by slide to show progression. In theory this should be rather simple. I visit slide 3, trigger changes variable to value, new variable value changes state to applicable percentage build into states. All help is appreciated.
