I'm looking at including closed captioning in my course. I was going to put this in the notes section, which would feature in the sidebar. However, I don't want the sidebar to be visible all of the time.
Is it possible to switch player views so the sidebar can be visible by user choice?
You can edit the player settings to have the notes display as a tab on the top right or left of the player. The tab is closed by default so the notes would only display when the user clicks on the tab. The downside to this design is that when the notes are open they sit on top of the screen and the content.
I created a custom cc panel that appears at the bottom of the slide screen. I used variables to make sure the cc panel stayed open on each slide once clicked.
I have created all of the variables as per your example. The buttons work, except that the caption layer is open to start, rather than just showing the CC button.
Your CC approach can be modified in a way that it is not necessary to duplicate the slides by making two layers. See my below attached story file and link to my blog.

Check the variable that you set up for the CC button - make sure the initial value is set to False. That would be my first guess.
