Hi Randall, 

There are few ways to do that depending on how the user visits the layers. If they are visited one by one; 

  1. Hide Next button When the timeline starts, 
  2. Change the state of Next button When the timeline starts on last layer. 

If they are not, I would use the states. Let's say user is directed to different slides via boxes or buttons on the base layer. When the boxes are visited, change the states of them, and When all the boxes are visited, change the state of Next button Hidden to Normal.
