When explaining authoring tools to folks, I generally break them down into three broad "levels".
There are "coding" tools that allow you to build or do just about anything. But are harder to learn and slower to develop/update in. (Eg Flash CS5)
On the other end of the spectrum there are "rapid" authoring tools. These let you build super fast and are quick quick quick to learn, however you are more limited in what you can create in terms of interactions and sometimes look and feel. (Eg Articulate Presenter)
Then somewhere in between is the newest breed of tool. These "full featured" authoring tools are nearly as powerful as coding in terms of what can be created, and retain the best of shallow learning curves and fast creation. (Eg Articulate Storyline and Suddenly Smart's SmartBuilder)
Hope this really broad overview helps. If you want to share a bit more about what you are hoping to do, I bet one of the heroes here will be able to give you more specific help.
