Did your client say you need to create them from scratch? If not, you could try looking through the assets in Content Library (part of Articulate 360) and seeing if there's anything you could adapt to fit their needs. There are tons of characters, templates, images, icons, etc so I think it would be a good place to start.
If you do need to create your own from scratch, the main tools people use to create graphics are Adobe Photoshop and Illustrator. For animated characters, I'm not sure. Maybe someone in the community can help out?
Thanks. It's not that the client made a special request. It's just that I need to create some graphics that perfectly captures some parts of the course which I can't do with the content library.
