I'm wondering if there are any tools for creating static scenario/character graphics? Kind of like with animation software where you can create whole scenes with different characters and props in it, is there a tool where you could create the same but for static images? Hope that's making sense!
Do you have Articulate 360? If so, you have access to a ton of characters in over 100 poses each, so you can easily create scenes with them. You can browse the characters here.
If you don't have Articulate 360, why not do a free, 60-day trial and see if it's what you're looking for.

You could conceivably search for scene mockups (Photoshop templates) and go from there or perhaps leverage the tactics described in this post https://community.articulate.com/articles/visual-design-tips-how-to-create-an-e-learning-scene
