You can use tabs, graphics that look like folders, a book interaction (page turning on layers). Think of how you might read FAQs as a reference document, and ways to allow employees to get familiar with them (interactive pages, folders, books). Maybe create sub-categories for the questions so that they are compiled in some way :-)
