Developing for tablet and desktop

Hi everyone, 

I am looking for some help with how to design an eLearning course to ensure it can be used across tablet and Pc's. At the moment we publish content using Studio 13 to our LMS and people can access it that way. 

Does anyone have a guide for how to develop eLearning content for tablet/PC. Will I need to create two versions of the same course, one for PC and one for tablet?
