This is one of those topics were needs analysis is going to be absolutely crucial.   Are you trying to garner buy-in for the very idea of ratings/evaluations?   Is there good precedent already but there is now a new way of doing it/new tool?   Is current adoption variable depending on work group/biz unit?

Talent management topics   (performance reviews/ratings/rankings/et al) generate more angst than most for employees and managers alike . So you really need to be sure you fully understand the current state and what the goals are for the training first. 

Once you do, the course building ideas you get from the community will be a lot more helpful and pose less risk of negative reaction from your potential audiences.
