when you publish your file are you zipping the package within the publish window or through explorer? and uploading that file. Also check the file name that there are no wild card characters or more than 256 characters in length in the name.
Are you definitely publishing to LMS? I have published a couple of times and then realised it was to web and got this error because there is no scorm file created.
Also you must zip at using the widow wendy shows you and not through winzip.
AS Wendy and Michelle pointed out publish to LMS and ensure you zip using the articulate zip option, zipping the folder instead of the contents will cause this error

but I am using correct file name my file name is "Manual Handling.zip"
