Take a look at Duolingo, a free site and app for learning languages. On the website after you register and do a lesson or two, click Words at the top. That gives you an option to Review Flashcards on the right. The great thing about Duolingo is that it adjusts which flashcards you're shown depending on your individual performance and what questions you've gotten wrong. That's not easily replicated in rapid development software, but it is effective at improving memorization.

There's a great app called Anki, which I use for vocab learning. It's very flexible and free/cheap.
