Frustration with stock photos and characters

We are facing a challenge that I wonder if any of you have experienced: We need a series of photos of one individual that we can build a course with scenarios around. In short, we need something similar to an Articulate character pack. With one big catch:
The subject focuses on adolescent health issues, and we need a late-teens character. Unfortunately, the teens on most of the stock sites (Thibkstock, iStock, Getty etc.) look too phony for our needs. They either look like perfect models who would appear on the Disney Channel or like overdone emo. Additionally, we've been unable to find a complete character series.
Our budget and timeframe won't for us to shoot our own, but we can afford stock priced comparably with the Articulate characters. If anybody has faced a similar problem and found a solution, please let me know. Thanks!

A photoshoot doesnt have to be as much as you think. On a recent project we used real life people and all it cost was travel a meal and a photographer

Thanks... We've done shoots frequently, and it's just not an option we have in this particular case. The time and effort involved in casting and getting our internal approvals far exceeds the cost of the photographer (which we have in-house). Even without those factors, there's also the challenge of finding willing minors and obtaining parent releases.
We're looking for stock that we can use in a very rapid development situation.
You might want to contact Bryan at elearning art and see if he has any ideas. Not sure if he'd do custom character sets, but maybe if you are asking for something that others are interested in, he might have something in the works.

What about synthesized people? Doesn't always work but in a pinch it can be better than trying to get by with marginal stock photography:

If you want an illustrated look PM me. I can do various styles. Let me know the timeframe and budget as well. Currently I'm working on creating more illustrated characters so they can be used within storyline like the stock characters that came with the program.
