Help - Cannot find torn paper image effect?

I could have sworn there was a torn paper around an image effect tutorial some where on here - but I cannot find it.  Its not the one about the torn edges for the text but around images - thought it was attached to the tutorial with the elearning example about changing a tire, but I can't find that either.  

Any help much appreciated.
