I work for a University and we have begun building courses using moodle. I have used articulate and found it to be a great tool. I am fine with my own design skills, but we have a project that I will not be designing. It is a University course for high school students. I need to speak with companies or designers that can give me quotes on either designing the entire course or even pricing for individual learning objects.
