Help Selecting an LMS

Hi Everyone!
I'm completely new to the world of LMS and need your help in finding an LMS for our ministry.
We have a lot of materials - written, video, audio, pictorial - that has been created over the years. This material has been translated into many languages. 10s of thousands of people around the globe has engaged the materials in one way or another.
Here are some of our wants/needs:
1. A central repository where a "master" document can be kept. If information is pulled from this master copy, there is a "link" back to the master document. When the Master is updated, the "child" versions are updated also. In essence, reusable chunks that can update wherever they are used.
2. Ability to put out content in various media like PDF, WORD, PPT, HTML, Smart phone. So the CONTENT would be separated from the FORMAT. So I could format a PDF in a certain way and the HTML in a different way, but the content that is pulled is the same.
3. Ability to create translated master copies to do #1 and #2
4. Allow multiple backend users from around the world. We will have team members from all over the world who will be creating content, reviewing, editing.
5. Allow for 10s of thousands of front end-users.
6. Allow for gated and ungated content.
7. Be able to track usage of materials
8. Low cost.
In my initial research, I discovered Xyleme which checks off almost everything. However, it costs between $60K - 120K per year!!!
Thoughts?

Hi Ed, Moodle (a free open source LMS) will do all of this. They have a Cloud installation service that is also free so you don't have to worry about an installation on your own server. ELearning Heroes isn't the place to assist you with Moodle so you should reach out to Moodle's discussion forums for help. Hope that helps.
