Help? Writing Scenario Based Application examples and questions

I am a newbie to e-learning and am in the process of converting a instructor led class on multiple generations to an e-learning. I am stuck on the best way to write scenarios or question to assess they can identify behaviors and approach. It feels like I might be branching for days. I really want to get to the level 2 and 3 likert scale if possible. I am trying to show that E-learning with additional tools and resources can replace some of our instructor led training. We do mostly instructor led.I work in an government environment any help or examples is greatly appreciate.
