How did Tom do this?

In the Blog newsletter that I received today, there was this link:

I'm still very new to the elearning world and am trying to learn more about PowerPoint and Articulate.

How did Tom do the "Tom's Note" in the corner of these slides? Specifically, how do you make the note enlarge on a mouse over? Also, when the notebook comes up, how does the PPT slide keep running in the background? I assumed it was jumping to a new slide when the note was clicked, but after closer review, the animations on the second slide continue, but are faded out.

the same thing is happening on the 3rd slide where the pictures enlarge just a bit on mouse over.

I really like the effect and see many uses for it, but just don't know how to accomplish it.

I'll save the skinning question for later.

Hi Jason! That demo was created with our soon-to-be-released new authoring tool, Articulate Storyline. It's a powerful but simple-to-use tool that will let you do some neat new things (such as the rollover effect and slide-layering effect that you noticed)... currently in PowerPoint & Presenter, rollover effects aren't possible without using third-party tools or Flash programming. We're beta-testing Storyline right now, but getting very close to launch. You can sign up here if you'd like to be notified when it's available.
