If you want to attach a copy of the PDF to the course, use Jump to URL/File trigger. You just have to show the trigger that you're attaching a file. Clicking such a link opens the attached file in a new window or tab (depending on the user's browser settings).
If you want to display pages from a PDF (or other file) on a slide, the most common way to do that is to insert an image of the page. Put the page (or pages) within a scrolling panel as needed.
