How to make something draggable

I'm trying to make a random group of individual icons draggable without scoring, having a correct drop spot, no layers are shown, etc. I just want to make the icons individually draggable/movable on the screen. I *do*, however, want to limit drag placement to two boxes on the screen. How do I do that?
I did try Freeform, but it limited the icons to only 1 correct drop target; I'd like to give users (1st graders) the ability to drag any icon to any of the boxes to build a number sentence. The icons are manipulatives to help students visualize the relationship between the numbers.
The related answers I'm seeing are several years old. What's the SL 360 answer to this question?

Hi Heather, sure you can do that in a freeform in SL360. I made an example as attached. You can take a look at settings of Drag & Drop Options. Let me know if you need some explanation.
