I think I would put transparent shapes over each of the correct words. I would add a highlight effect to each shape by creating a custom state. I'd then add triggers to each shape that would change the state of the shape to the highlighted state when the user clicks on the shape.

I think the fastest way to accomplish this would be create a Flash movie and paste it on the slide as SWF.
