"Connect from a website"--not totally sure what you mean here, but, via web objects, you can import pieces of the web into your course. And, naturally, you can have a published Storyline file live on a website. Some people, take Bruce Graham for example, make a Storyline their entire site.
"Register a user" -- not totally sure what you mean. Registering a user is usually more an learning management system function.
"Provide a pre-test" Yes, Storyline is an elearning tool, so you can build pre-tests.
"Play recorded GTW session"--Yes, you can import the .mov or mp4 or whatever you save the recorded webinar as.
"Generate email" -- I haven't done it, but it's possible to have an email generated when a certain event happens, say a learner passes a quiz or what have you.
