Instructional designer degree

Hello all,
I'm writing from Portugal to ask for some help regarding the Instructional Design degree... I've read one topic about this issue and Tom's opinion and I already know that I want to do training in the subject. There's not much offer in Portugal and I've been looking around the world for a suitable course for me.

Does any one know this course or the University for that matter... Also I would love to move to Vancouver or other place in Canada or States, or at least try to, and work in this area... I'm trying to make a change of life, career, country, continent...
Also Portuguese is spoken by more than 250 million people so, even though a lot of them live in places with not to much internet access (Africa and Brazil), it's still a huge market and growing fast.
Any advice on this would be much appreciated.

Royal Roads is our Canadian Military West-Coast regular Officer Training Program college in Victoria British-Columbia, Canada.
The curriculum is one of the best in the world.
One note, however, this is not a remote course. You would need to reside in Victoria for the duration.

For what I've seen it can be blended, on site or online...
I'm still waiting on more information from the University... Ig it had to be on site, well I would have to see how could I do it...
