You can absolutely make interactive videos in Storyline 360. In addition to Nancy's great example, here are a few more resources to help you get started.

Yes this is possible in Articulate Storyline. Once you have the video you want to use adding in the interactive branching is pretty easy.
I created an example a while back using stock video footage. It would have been much better if I had been able to use custom video.
