I'm sorry, there's no option for that by default in Storyline 360. And to be honest, I feel like that experience may feel a little odd from the learner's perspective. What if they wanted to complete that last 10%?
That being said, if you really want to do this, you definitely could. You'd just need to set up a numeric variable that increments on every slide. Then, on every slide you'd need a trigger to open up the "completion" slide when the variable is equal to whatever number represents 90% of the course.

If you decide to do this, I would opt for a lightbox slide so that learners who do want to continue with the course can do so without losing their spot. Here's an article that talks about how to add lightboxes.

I agree that I'm not sure the purpose of this request. But if this is the desired behavior, why would you create your own tracking variable.
Wouldn't it be easier to use the built-in Menu.Progress or Project.Progress variables?
