Layers and timelines

Hello, I am rewriting a Flash course.  I became enamored with layers, and have now discovered (duh) that pausing the base layer does not pause the secondary layers.

What feature should I attempt to implement to accomplish this? 

I'm just putting out that question rather than expending effort in explaining the last four hours of my life and what hasn't been working.

In general, the audio is on the base layer, and any other content which is common to all layers is there also.

Any push in the right direction would be appreciated.  Thank you, Judy

As a newbie to Storyline, I find I end up going back and forth with something, only to discover, eventually, oh that's how that works.  THAT could end up being just about anything I've tried to do.

I also think I did not properly use Layers.  I thought it was cool that I didn't have to mess with all the screen changes on one view if I used Layers.  But once I discovered the impact with pause/play, I would have been much better off hiding various components during development if I wasn't particularly working with that 'view'.  Maybe I could have modified the audio file, broke it up and maybe had multiple slides and automatic navigation.
