LMS-ish Solution for a lot of Users

Hi All--I'm hoping someone has an idea or two of potential tech solutions that I can research for a current challenge we're facing. 

We want to develop and deliver an online orientation for volunteers. However, we cannot use our internal LMS, as it is for employees only. While there may be a future project to develop an online learning platform for volunteers, that isn't something we're ready to start research and planning yet, so this is the only course that we will be delivering online for now.

This is something that 100,000+ individuals would take over the course of a year.  While LMS reporting functions would be ideal, we realize that may not be feasible and would settle for being able to just track completions. 

Does anyone have ideas for solutions that we could use to easily (and ideally inexpensively) deploy this online training?

You could host a "registration" page on your website (we use woofoo forms) to collect all their information and then link it to a web-based experience... like Amazon S3 (which we also use and is low cost).  Tracking completions is challenging, but you would know who took the course and when they started it. Maybe they would need to provide a copy of the certificate when they submit their volunteer paperwork (requires the volunteers to do something extra, but just throwing that out there!)  Good Luck!
