Maybe you know this, but one of the great things about Articulate products is that they publish in multiple formats.... including packaging the course in industry standard wrappers such as SCORM and TinCan API.
So maybe your search could be focused on FULLY SCORM compliant LMSs? Here's an article that might get you started .
And yes,, there are some systems that do claim to follow SCORM, but do not take advantage of all of the protocols. While I would certainly insist on an LMS that follows the standards overall, it is not always a deal breaker if one or two minor protocols are not in place For example, one of my favorite LMSs does not, or did not, use the mastery_score protocol. We worked around it because everything thing else was so great.
