Here's something to try: check your local library's website. Some (like the metro system here in Minnesota) provide free access to Lynda.com courses. You just have to create a login with your library-card number.
Lynda.com has lots of eLearning-related courses, including many by Articulate's own David Anderson.

Thanks, Judy. I moved here recently and I didn't think of the local library at all. They don't have the courses but I found some great resources there. Thanks again.

I recommend the Learning Guild (https://www.learningguild.com/). They have lots of resources about eLearning, as well as instructional design.
You might also want to look at ATD, the Association for Talent Development (https://www.td.org).
