There's no "pulse" animation in Storyline, unfortunately. However, you could simulate a pulsing effect by duplicating the text box and making it appear and disappear multiple times.
Another way to make it stand out is by changing the text color, the background color, the size of the text, the font... the possibilities are endless! It's hard to say which option would be the best without seeing what your slide looks like. Are you able to share a screenshot?
Here is a screenshot. It’s the instructions at the bottom right that I’d like highlighted in some way. The arrows are light boxes thAt animate in on a timer so I’m reluctant to have to much more going on.
Ah yes, I see what you mean. Will you have audio on this slide? If so, you could make the button appear with the audio as it says "click on next when you're done".
