Multiple attempts not being stored on LMS?

I have a client who has come back to me about multiple attempts not being stored on their LMS, and that only the latest attempt is recorded. Their LMS vendor has replied back to them stating:
"This is depending on the content which sets cmi.core.exit to Suspend (internal state of S) and will exhibit this behavior.
Rather than a new attempt getting created each launch, subsequent attempts overwrite the existing one."
Our client requires that all attempts be recorded. Is what the vendor stating true? Or are the attempts recorded the responsibility of the LMS? A technical answer would be best so we could reassure our client either way.

Hi Matt,
Did you try uploading the course to SCORM Cloud to see if you experience the same behavior?
That's what we generally recommend doing to determine whether the problem stems from the course or the LMS. Here's an article that walks you through how to do that.
If it works correctly on SCORM Cloud, then the problem is coming from the LMS.
If you see the same issue on SCORM Cloud, then the problem is likely coming from the course itself. If that's the case, please reach out to our support team.
Depends on the LMS really but you may get new attempt if you set to passed/failed.
If you publish with incomplete then it will be set so the user can resume. Does the LMS have the option for the user to start a new attempt?
Some LMS's have have the option to force a new attempt.
