My next button will not change state to "normal" when the five objects have a state change to "visited" I am using SL 360 if that makes a difference. I have 2 other buggy issues that I will place in a new discussion board.

Could be in the slide properties setting. When you jump to a layer or slide and return to the original slide it may be resetting the interactions (instead of using "automatically decide" use "resume saved state" or "reset to initial state"). I am pretty sure the trigger to disable the next button should also be the first trigger in your timeline.
It's true that trigger order is important, so you should check that. Here's an article with additional tips on how to troubleshoot interactions that don't work as intended in Storyline:
I also face same issue once. I'll suggest you to replace the hotspot with transparent shapes and create the visited state. And, write the triggers according to it.
If you have any questions or suggestions please let me know.

Using the up and down arrows on the far right of the trigger panel.
