I know this might just sound weird but my State layer is not visible anymore on my screen. I don't know if its something that I have done or its just happened.
Do you mean the State tab along the bottom of the Storyline window? Maybe you moved the window somehow. Select View> Redock All Windows and see if that fixes the issue.

Yes yes yes...this helped. I don't know where it had got lost. But thankfully able to view it now.
