Navigate Course Freely Once Reach the Exam

We are trying to find a way that once our employees reaches the exam portion of our course, that they are able to navigate freely back to the course content to look for answers without having to watch the whole thing over again.
When we designed this course, we locked the slide bar and do not have the menu showing. We are using Articulate Storyline 3.
Example: employee gets to question 1 of the exam and doesn't know the correct answer. They can go back to slide number 2 of the course to find the correct answer and then jump back to question 1 to answer it.

could you lightbox the reference slide on the question slide and then when they close the lightboxed slide they are returned to the question. See Peek video example
Any reason not to just show the menu? With restricted navigation set, users can navigate backwards into topics viewed at any point after those have been accessed.
That's the purpose of menus and setting menu navigation.
