New Equipment

Can anyone offer me some advise or recommendations about purchasing new hardware to be utilized in our growing eLearning department?  Intel vs AMD?  I produce various content on my own and would need to have the right computer capabiity to edit audio and video, publish in Articulate etc without crashing all the time or freezing up.

A lot of it is really opinion based.  The one thing that I think everybody agrees on though, is that whatever you get, get as MUCH RAM memory as you can.  That's going to ease the load on your processor and allow you to do things much faster. You'll find that most freezing is because there is not enough memory or caching space.  Max memory and you will find that most of that goes away, IMHO. Intel vs AMD?  I'm an Intel person myself but I wouldn't disparage AMD at all.  

Audio and video edit?  You would need to determine how in depth and how large and how often.  I'm a Mac person so I am going to recommend a Mac of course for video and audio editing.  But, there are definitely powerful Windows solutions that will get you what you need.  Its really going to come down to processing power and again, memory.
