To boil them all down, you need some way to create content and some way to store it. For instance, Camtasia lets you create a video and Youtube/Vimeo/your LMS will store it. In terms of finding other alternatives to the big eLearning tools, I'd either nail down your limitations on where the content will live and work backward, or find something you like and then figure out how to host it.

Based on your brief description, I'd start by looking at H5P or Adapt. Is there a reason you don't want to go with Storyline, Captivate, etc?
