Tabs can be extremely useful for compliance training. Here is an illustrated example of a possible theme. Also look to the right for more templates of this kind.
By using tabs you can allow the user to explore the branches of content that is most relevant to them.
I only use templates for inspiration. I combine the best of a lot of examples to fit the needs of the client and also seem to have less technical problems this way.
