Offline "Certificate" download

I am creating a course that will be published on a CD Rom and sent to clients who are Missionaries with little to no internet access oversees. The concept I am trying to figure out deals with the course completion certificate. I am needing them to be able to either 1: Download/save a pdf that is populated with their name and date or 2: download/save a txt file that is populated with their name and date. If worse comes to worse, I am okay with them being able to download/save either files without the variables being populated. They will not have internet access when taking the course therefore the saving action is necessary. Any help/thoughts greatly appreciated.

You don't need to be connected to the internet to open up an HTML page in a browser window. There have been many posts here about creating an HTML based course certificate including my post here.

Opening wont be the problem---its the saving aspect that I'm running into the dilemma with unfortunately.
Wouldn't the PDF option fix that problem that Owen linked to?
