This sounds doable. You'll need a couple of sets of question banks, some triggers to navigate your user to the right place and maybe a couple of custom buttons.
When your user goes through the first set of questions, if they pass, the success layer on the results slide should have a button to send them to the end of the course (or at least to bypass the other question bank).
If they do not pass, the failure layer on the results slide should have a button to send them to the next question bank. It might also be a good idea to have a trigger on that button to reset the quiz they've just come from (this will be important for recording results).
Then they go through the second question bank. If they pass, they go to the end/continue the course. If they fail, back to the start of this question bank (this should also reset this quiz).
When they're all done, both sets of results slides (from question bank 1 & 2) should report to a final results slide. The pass mark should allow for 10 questions out of 20 to be correct (this combines the two sets of 10 questions from each of the banks). So that should be a 50% pass mark overall.
