Are you using Presenter or Storyline? I'll assume Presenter for now.
Generally, I upload the PDF to a spot where it is accessible (such as SharePoint, Dropbox, etc.) and insert it by using a hyperlink in the content or via the attachment button in Articulate. The hyperlink is then clicked and the PDF opens for the learner. To view how this is done, check out the post here.

Basically - a .pdf file can be linked to as a Web object, (as Patti posts above), or a hyperlink; or you you add it just like any resource as as Attachment in Presenter, or Resource in Storyline.

I have a particular need. I need to generate a certificate from Storyline as a PDF.
Any thoughts on this?
