Previous & Next Button after visited slide and returning getting stuck

I have a 3 slide scene I am working on that has the Learning Objectives as buttons that run up and down the sides of a slide with layers popping up in the middle that display the learning objectives.  A student has to click every button and make the state turn to visited before the next button is enabled. If the student wants to go back to review the objectives they have to go and click all 10 again if I make the slide return to initial state, and if I set the slide to return to saved state the next button doesn't show up allowing them to progress forward again.  Is there a way to make a project variable that would record the clicks and then just make the Next button visible because they have already been seen or is there a better way.  Attached a copy of a blank scene that is identical to what I'm experiencing

I have set my story up so the student can not click the back ground and has to close out each layer. The NEXT button is hidden/disabled until all the states are visited.  Apply the link above to the scene which will add a variable and at the end of the timeline be flagged so when/if a student clicks previous they don't have to re-click each layer. The next button just works.
