Problems with Tab Order

I'm working with the tab order  on a project that requires 508 compliance. In trying to reorder the tabs, I've run into problems. Everything appeared in the wrong order and when I put a bunch of items into the trash to recover later (in attempt to reorder for screen reader), I couldn't find some of the items or easily move them. (This is the first time I've attempted this...)

The file is attached. I used a template that was kindly provided by a community member and made some modifications. Possibly this animation is just too complex for a screen reader, but I'd like to be able to correct the tab order and eliminate unnecessary tabs to see if I can get this to work. I'd greatly appreciate some help with this issue.
