I found this in a training and was wondering if anyone knows what program this was created in.  Was looking at doing the same thing for onboarding new employees

Just about any training development software can do this including Storyline. The background is an image that you can get on any of the image sites, e.g., 123RF, Adobe, etc. Once you have your background imported in, you can insert your markers that have pop-up text boxes. Because you are doing Onboarding, I would not use the markers but have your icons show a layer (more text, video snippets, etc) or have the icons jump to sections/modules within an Articulate scene. Hey forrest! That looks like Articulate Storyline 360 markers. You can learn more about working with markers in Storyline 360 here. If you are using Rise 360, there are similar markers referred to as labeled graphics. You can check out this onboarding example to see how labeled graphics are used in Rise 360. I hope that opens up some options for you!
