One of our clients is trying to share a demo of a larger course with a partner in China, but for some reason the Chinese partner is unable to access the course, which has been published for web. This may be a censorship issue, as our US client has no trouble viewing the published course. Has anyone else had difficulty with this and knows of a solution?

How are you sharing the course with them? I would think it would have more to do with that, than with the actual course files.
I guess your Chinese users can't access the LMS url, as we know that China blocked some foreign websites.
Maybe you can try another hosting server:
