We have used organizations like Medical Writers of America who are very focused on the QA of a project including training courses since their work is usually published and may go through FDA approval. There are many independents out there who can help via LinkedIn groups or Fiverr. You must look for people who will also test your courses, select every button, back/forth, make stupid mistakes and then sees how the course handles that. The people who do this may not be the best editorial reviewers though. A good QA has multiple steps/passes through the process - consistency of style, grammar/syntax, active/passive voice, punctuation marks, functionality, graphical style, language and localization correctness, etc.
