Quality Benchmarking to measure course quality

What as per you are the key elements of a well designed and effective learning solution? Is it one with a great look and feel? One with 'wow' elements like videos and amazing graphics? Is is content layering and incorporation of interactive elements? Or is a combination of all these and more? I am trying to come up with a set of parameters against which a course can be given a Quality Benchmarking Score and was really curios to know that apart from language correctness (Spelling, Grammar, Punctuation) might be a genuine parameter when it comes to measuring the quality of a course. Suggestions are welcome Heroes!

Learning is not a formula.
Learning requires that you intimately understand people and their motivations for requesting/needing/consuming your course.
Therefore - the answer to your question is "a mixture of all of these, and more".

Ayan, I'm not sure this answers your question, but I have a checklist that helps designers discuss whether their course meets what I, at least, consider quality standards. It's intentionally designed to be a little controversial and get people to talk seriously about the quality of the project.
