Quizmaker was made to be used with Presenter, which is a PowerPoint plugin. So if you're using Presenter and want to add a quiz to your course, Quizmaker is your only option.
Storyline is a stand-alone product that doesn't need PowerPoint to run. You can create all your slides and quizzes directly in Storyline. The quizzes in Storyline also have more customization options than the ones in Quizmaker.
I hope that makes sense! Let me know if you need any further explanation.
Comparing Quizmaker to Storyline is like comparing apples to oranges.
If all you want to do is create a simple quiz then Quizmaker should work for you, but if you want to do anything else like, for example, add some instruction or learning activities then you would have to use Storyline.
Storyline also has quiz functunality that surpasses what you can do in Quizmaker.
