It depends. If the info is in the same place on the video and never moves then you could place a shape on top of it to hide it. The best way is to use a video editing software is the info moves, appears/reappears.

Yes, you can use an application like After Effect from Adobe that can track a moving part and blur it. For example a logo on boat moving in the water in different directions. But if you have never used it before I would expect the learning curve to be high.
I use Camtasia. I put a blur box that will cover the item on the timeline and make it the length of the video. Then I use a custom animation and drag it to the blur box on the timeline. here is a link to a video I used to help me. https://youtu.be/2E7gXc-U92c
