Reference Program

This is kind of off topic - Does any one know if any software exists that can act like a 'Point of Reference' program?

We are in the process of creating a call-center, and the reps. there are going to need to quickly call up relevant information for any random question that could be asked.

I know that something like this can be built in Storyline fairly easily, but does any software like this exist?  When IT asked about it, they described it as 'We want something similar to a Point-of-Sale system that restaurants use for putting in orders, except we want to bring up any information that a customer can ask us'
