Hi I just had this issue today - so I went to the published files folder, External files and checked that my resources PDF was there OK - so that possibility was eliminated. So I thought I would zip it all up again - and it wouldn't zip. Turns out the external file name had a 'dash' character in the title and therefore it left it out of the zip publish folder. I renamed the file without the dash, republished and it was all good.
