Resources tab in IE 11 does not display resource files for selection

I have a course with three resources.

In Google Chrome, when I click Resources, a pop-up window opens and I can select any of the three resources (all pdfs).

In IE 11, the Resources tab does not pop-up. There is a tiny window that does not allow you to read the description, or the resources. You can blindly scroll down (not seeing any text, and open the pdf, but that doesn't help the user).

I already checked the Tools>Manage Add-Ons in IE to ensure that Adobe Reader  will open in a bowser, but that doesn't help the Resources tab in the published lesson.

Any ideas?
